We refer to our announcements dated 19 November 2008 and 27 November 2008 and quarterly update on 26 November 2008 concerning, inter-alia, the entry by Indocel Holding Sdn Bhd ("Indocel"), a wholly-owned subsidiary company of TM International Berhad, into a Consortium Agreement with Fanavari Moudj Khavar, JSC and Sarmayegozarie Atiyeh Saba, JSC and the eligibility of the consortium established by Indocel and the Iranian Partners ("Consortium") to submit a bid for the tender of the Third Public Mobile Network Licence in the Islamic Republic of Iran ("Iran 3rd Public Mobile Network Licence Bid").

We are pleased to announce that the Consortium had on 13 December 2008 submitted their Iran 3rd Public Mobile Network Licence Bid. The results of the Iran 3rd Public Mobile Network Licence Bid are expected to be announced by the Communications Regulatory Authority of Iran sometime in January 2009.
